HISTORY

As the number of AIDS carriers in Taiwan grows, nurses and nursing personnel, who are in the front line, are at increasing risk of being infected. The goals of educating nurses and nursing personnel with regard to what AIDS is, promoting nurses”¦ rights and providing better nursing services for AIDS patients, provided the impetus for the establishment of the Nurses”¦ AIDS Prevention Foundation.

After the Boards of Directors and Controllers of the Taiwan Nurses”¦ Association (TWNA) approved the original proposal, TWNA and 3M of Taiwan co-hosted a carnival at Chiang Kai-shek Memorial Hall on May 10, 1992 to raise the endowment fund to establish the Foundation. Ms. Jeanlie Tseng, Director of the Nursing Department at Taichung Veterans”¦ General Hospital, and Ms. Chi-Huei Sheng, Director of Taichung Young Adult Club, held a fundraising concert at Taichung Wan-Shou Stadium on September 25, 1993. The Nurses”¦ AIDS Prevention Foundation was founded and approved by the Department of Health, Executive Yuan, ROC on May 23, 1995 and registered with the Taipei District Court on August 18, 1995.

MISSIONS

The Nurses”¦ AIDS Foundation is a non-profit organization. The Foundation operates for the purpose of protecting nurses and nursing personnel from AIDS infection, publicizing AIDS prevention, pursuing nurses”¦ right, educating nurses and nursing personnel, and improving the quality of nursing services for AIDS patients.

SERVICES

1. Promoting AIDS prevention among nurses and nursing personnel:

For example by publishing a semi-annual Chinese Newsletter and books, providing web services, hosting public hearings, and encouraging academic research.

2. Cultivating professionals in the AIDS nursing field and Cultivating case management personnel in AIDS nursing.

3. Encouraging academic research.

4. Hold to select clinical AIDS a caring excellent nursing personnel.

5. Conducts cross- straits academic exchange on AIDS prevention

6. Join ANAC national organization as a member, and participates in the AIDS prevention international activities.

7. Providing subsidies to nurses infected with HIV.

8. Providing an AIDS counseling hot-line (02) 27041452 for nursing personnel and the public.

The Foundation is managed by a Board of Directors including thirteen directors, i.e. one Chairperson, five Standing Directors and seven Directors; Board of directors next establish another Secretariat with an executive officer, vice- executive officer each one  person and 2 secretaries; an AIDS Prevention Committee with one Chairperson, one Vice-Chairperson and five Members at Oct 1995.

SERVICES IN DETAIL

1. AIDS counseling services. Hotline: (02) 2704-1452.

2. Publicity on AIDS prevention:

a) Semi-annual Chinese newsletter.

b) Poster displays.

c) Hosting public hearings.

d) Charity bazaars.

3. Competitions for AIDS nursing-related articles, such as nursing research, nursing administration project, case-report, writing and poster designs. Totally, 59 persons are awarded.

4. Subsidy for nursing personnel infected with HIV in the course of their work is available. The application procedure is as shown on the attached.

5. The Foundation stages workshops every year on AIDS nursing. Since the Foundation was set up in 1995, total 13,100 nurses have received training in AIDS nursing.

6. Conducts cross- straits academic exchange on AIDS prevention in Tianjin, Shanghai, Jiangyin, Chengdu, Chongqing, kunming. And Anhui.

7. Join ANAC international organization as a member at Jan 1, 2004, and participates in the AIDS prevention international activities.

PUBLICATIONS

1. 3,000 copies of AIDS Nursing Handbook printed in 1997 and 1998 and distributed to nursing personnel in hospitals as a working reference tool.

2. Semi-annual Chinese Newsletter of the Nurses”¦ AIDS Prevention Foundation published since June 1998 to disseminate AIDS prevention information.

3. 2,000 copies of AIDS Nursing printed in 2002 for distribution to health centers, hospitals and AIDS prevention institutions

4. 3,000 copies of Care and counselling for people living with HIV/AIDS in 2007.

5. 2,000 copies of Collection of HIV/AIDS Nursing Research in 2007.

FUTURE PLANS

1. Information events on AIDS prevention.

2. Training nurses on AIDS nursing.

3. Training educators.

4. Cultivating case management personnel in AIDS nursing.

5. Undertaking research and sharing resources.

6. Developing the roles of nursing personnel in AIDS care.
